False alarms before a fee	The first false burglary alarm in a 365-day period carries no fine. Fines start with the second. Applies: Alarm user with a permit; no fine within 30 days after a new system is installed. § 8.28.070 · code text A false alarm response administrative fine shall be paid to the city by the alarm user for each false burglary alarm commencing with the second false alarm received from any one source or from any one alarm system within any consecutive three hundred sixty-five day period.
Alarm permit	An alarm user's permit is required for each address. The application fee is nonrefundable and set by city council resolution. § 8.28.035 · code text The application shall be accompanied by a nonrefundable fee in such amount as established by resolution of the city council.
When a permit can be revoked	The police chief may revoke the permit at any time. Applies: Three or more false alarms within any consecutive 365-day period. § 8.28.050 · code text The alarm system activates three or more false alarms within any consecutive three hundred sixty-five day period; A public nuisance, subject to permit revocation: over 8 false fire, medical or burglar alarms, or over 4 robbery alarms. § 8.28.070 · code text Any fire, emergency medical, and/or burglar alarm which causes more than eight false alarms, or robbery alarm which causes more than four false alarms, shall be deemed a public nuisance, and will be subject to revocation of permit as specified in Section 8.28.035 of this chapter.
