    The reconstruction of any residential, commercial, or industrial structure that has been destroyed by fire, flood, or natural disaster or a proposed redevelopment of a residential, commercial, school, park, or industrial property is exempt from payment of any fee authorized by this section so long as the project applicant or owner provides, at its own expense, a water demand analysis demonstrating that the newly constructed structure will require equal to or less water than the prior use of the property.
