The inspection fee is set by city council resolution to cover the city's inspection costs. Applies: Applies to complaint-based inspections; collected only if the inspection finds one or more material violations or declares the property substandard. § 8.72.090 · code text The city council shall establish an inspection fee, the amount of which shall be set by city council resolution, to cover the city's cost incurred in inspecting a rental property unit.
Inspections	The inspector decides on complaint inspections; adjacent, above and below units must reasonably be tried. Severe violations may widen it. Applies: Applies to a complaint alleging lead hazards or a substandard building, or a condition potentially affecting multiple tenants. § 8.72.090 · code text Additional inspections of any rental property may occur on a complaint basis and as determined by the inspector.
Penalty	Unpaid fees may be recovered with interest and penalties, including a special assessment lien against the unit. Applies: Applies to failure to pay the required registration and processing fee. § 8.72.070 · code text If the owner fails to pay the required fee, the city may recover it, plus accrued interest and penalties, utilizing all remedies provided by law, including placing a special assessment lien against the residential rental dwelling unit. The unpaid amount becomes a debt to the city and may be enforced under Title 1 of the Code. Applies: Applies to late payment of the annual business tax certificate, inspection fee, cost recovery fee or administrative fine. § 8.72.100 · code text Should an owner fail to timely pay the annual business tax certificate, inspection fee, any cost recovery fee or administrative fine related to the enforcement of and compliance with this chapter, the amount unpaid shall become a debt to the city and may be enforced in accordance with Title 1 of this Code.
Registration	Each rental property must be registered with the development services department. § 8.72.050 · code text It shall be the responsibility of all owners of rental property within the city to register each rental property with the development services department and submit the registration/processing fee for each rental property. New rental property is automatically subject to the chapter's requirements. Applies: Applies to rental units established after the chapter's effective date. § 8.72.020 · code text All new rental property (rental units established after the effective date of this chapter) is automatically subject to the requirements and procedures of this chapter.
