Chapter 17.18 — O-S OPEN SPACE ZONE

17.18.010 - Purpose.

The OS open space zone provides zoning standards and requirements to regulate open space areas in the city that are consistent with the open space/easements land use that is designated by the general plan.

17.18.020 - Permitted uses.

The following uses are permitted in the OS zone:

A.

Eating and drinking establishments if incidental to recreational facility.

B.

Public buildings and facilities, such as libraries, governmental buildings, and police and fire stations.

C.

Transmission lines, towers, poles, pipelines, and underground facilities for gas, water, electricity, telephone or telegraph service owned and operated by a public utility company under the jurisdiction of the California Public Utilities Commission.

D.

Utility easements.

E.

Parks.

F.

Open Space.

17.18.030 - Uses requiring a conditional use permit.

The following uses require a conditional use permit:

A.

Cemeteries.

B.

Heliports.

C.

Electric transmission substations, electric distribution stations, communications equipment buildings, microwave radio and telephone transmission facilities used in the operation of public utility functions, and/or easements.

D.

Flood control areas and facilities, including flood control channels, spreading grounds and settling basins.

E.

Microwave relay stations.

F.

Special Districts, including park districts, lighting and landscaping districts, improvement districts, and open space maintenance districts; and other dedications for public ownership. These districts could be used for landscaping, maintenance of flood control facilities, lighting, and other local improvements.

G.

Radio, television, or commercial communications transmitter, receiver, or translator.

H.

Water wells, reservoirs, tanks, dams, treatment plants, gauging stations, pumping stations and any use normal and appurtenant to the obtainment, storage or distribution of water.

I.

Wireless communications facilities.

J.

Golf courses.

K.

Recreational facilities—Public and not-for-profit.

17.18.050 - Standards of development.

A.

There are no minimum standards relating to lot area, lot width, lot depth, or lot coverage for any OS zoned area.

B.

Building Height: Any building or structure shall not exceed two stories or thirty feet in height, whichever is less.

C.

Setbacks: The following setback standards shall apply. Depending upon the type of use proposed and adjacent land uses, the community development director will have administrative discretion to reduce these setbacks, provided additional landscaping or other amenities are provided.

1.

Front setback that abuts a public street: Twenty feet.

2.

Rear and side setbacks that abut a residential zone: Fifty feet.

3.

Rear and side setbacks that abut a non-residential zone: Twenty feet.
