Chapter 17.52 — COMBINING DISTRICTS

§ 17.52.010. Planned unit development combining district (PUD).

  • A. Application. The planned unit development combining district (PUD) is intended for application to those residential, professional office, commercial and industrial base zoning districts which are designated by the general plan and/or city council as areas to assure that property will be developed in a manner superior to that which otherwise would be achieved through regulations of the base zoning district involved. The PUD combining district is also intended as an optional approach to achieving the purposes of Chapter 17.56 at the discretion of the city rather than the landowner.

  • B. Applicable Regulations and Procedures. The development of property within a PUD combining district shall be subject to all of the regulations and procedures of Chapter 17.56 .

§ 17.52.020. Reserved.

§ 17.52.030. Mossdale Village combining district (MV).

  • A. Application. The Mossdale Village combining district (MV) is intended for application to all lands located within the Mossdale Village portion of the West Lathrop Specific Plan. The designation of MV after any zoning district indicates that the zoning district so combined is modified by the regulations included in the West Lathrop Specific Plan then in effect.

  • B. Applicable Regulations and Procedures. The development of property within the MV combining district shall be subject to the regulations found in the West Lathrop Specific Plan and the applicable urban design concept. In addition, it is anticipated that agricultural use of the land within the MV combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the MV combining district:

    1. Field crops, tree crops, row crops, berry or bush crops, provided no additional land shall be planted in cotton, trees, or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels unless otherwise specifically permitted in the zoning district which is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels proposed subsequent to annexation are specifically prohibited.

§ 17.52.040. Southeast Stewart Tract combining district (ST).

  • A. Application. The Southeast Stewart Tract combining district (ST) is intended for application to all lands located within the southeast area of the Stewart Tract portion of the West Lathrop Specific Plan. The designation of ST after any zoning district indicates that the zoning district so combined is modified by the regulations included in the West Lathrop Specific Plan and those districts included in Chapter 17.60 .

  • B. Applicable Regulations and Procedures. The development of property within the ST combining district shall be subject to the regulations found in the West Lathrop Specific Plan. In addition, it is anticipated that agricultural use of the land within the ST combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the ST combining district:

    1. Field crops, tree crops, row crops, berry or bush crops, provided no additional land shall be planted in cotton, trees or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels unless otherwise specifically permitted in the zoning district which is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels proposed subsequent to annexation are specifically prohibited.

§ 17.52.050. Central Lathrop combining district (CL).

  • A. Application. The Central Lathrop combining district (CL) is intended for application to all lands located within the Central Lathrop Specific Plan. The designation of CL after any zoning district indicates that the zoning district so combined is modified by the regulations included in the Central Lathrop Specific Plan and those districts included in Chapter 17.62 .

  • B. Applicable Regulations and Procedures. The development of property within the CL combining district shall be subject to the regulations found in the Central Lathrop Specific Plan. It is anticipated that agricultural use of the land within the CL combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the CL combining district:

    1. Field crops, tree crops, row crops, berry or bush crops, provided no additional land shall be planted in cotton, trees, or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses, and kennels unless otherwise specifically permitted in the zoning district that is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses, and kennels proposed subsequent to annexation are specifically prohibited.

§ 17.52.060. River Islands combining district (RI).

  • A. Application. The River Islands combining district (RI) is intended for application to all lands located within the River Islands area of the Stewart Tract portion of the West Lathrop Specific Plan and the West Lathrop Specific Plan 2020 Amendment for Phase 2 of River Islands. The designation of RI after any zoning district indicates that the zoning district so combined is modified by the regulations included in the West Lathrop Specific Plan and the West Lathrop Specific Plan 2020 Amendment for Phase 2 of River Islands and those districts included in Chapter 17.61 .

  • B. Applicable Regulations and Procedures. The development of property within the RI combining district shall be subject to the regulations found in the West Lathrop Specific Plan and the West Lathrop Specific Plan 2020 Amendment for Phase 2 of River Islands. In addition, it is anticipated that agricultural use of the land within the RI combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the RI combining district:

    1. Field crops, tree crops, row crops, berry or bush crops; provided no additional land shall be planted in cotton, trees or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels unless otherwise specifically permitted in the zoning district which is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels proposed subsequent to annexation are specifically prohibited.

    3. The keeping or raising of animals under existing practice shall be subject to Title 6 of the Lathrop Municipal Code.

§ 17.52.070. Historic Lathrop overlay combining district (HLO).

  • A. Application. The historic Lathrop overlay combining district (HLO) is intended for application to all lands located in historic Lathrop as set forth in Section 17.38.110 of this title. The designation of HLO after any zoning district indicates that the zoning district combined is modified by the regulations included in Chapter 17.38 of this title.

  • B. Applicable Regulations and Procedures. The development of property within the HLO combining district shall be subject to the regulations found in Chapter 17.38 of this title.

§ 17.52.080. Lathrop Gateway Business Park combining district (LG).

  • A. Application. The Lathrop Gateway Business Park combining district (LG) is intended for application to all lands located within the Lathrop Gateway Business Park Specific Plan. The designation of LG after any zoning district indicates that the zoning district so combined is modified by the regulations included in the Lathrop Gateway Business Park Specific Plan and those districts included in Chapter 17.58 .

  • B. Applicable Regulations and Procedures. The development of property within the LG combining district shall be subject to the regulations found in the Lathrop Gateway Business Park Specific Plan. In addition, it is anticipated that agricultural use of the land within the LG combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the LG combining district:

    1. Field crops, tree crops, row crops, berry or bush crops; provided no additional land shall be planted in cotton, trees or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels unless otherwise specifically permitted in the zoning district which is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels proposed subsequent to annexation are specifically prohibited; and

    3. The keeping or raising of animals under existing practice shall be subject to Title 6 of the Lathrop Municipal Code.

It is also anticipated that existing residential, industrial and other uses on property within the LG combining district may continue for a significant period of years. The following existing uses shall be considered conforming uses in any zoning district which is combined with the LG combining district provided that such uses were legally established under county jurisdiction:

  1. Trucking facilities and tow yards or storage yards for commercial vehicles;

  2. Church/religious facilities; and

  3. Residential homes.

§ 17.52.090. South Lathrop combining district (SL).

  • A. Application. The South Lathrop combining district (SL) is intended for application to all lands located within the South Lathrop Specific Plan. The designation of SL after any zoning district indicates that the zoning district so combined is modified by the regulations included in the South Lathrop Specific Plan and those districts included in Chapter 17.59 .

  • B. Applicable Regulations and Procedures. The development of property within the SL combining district shall be subject to the regulations found in the South Lathrop Specific Plan. In addition, it is anticipated that agricultural use of the land within the SL combining district will continue for many years. Therefore, the following shall be considered conforming uses in any zoning district which is combined with the SL combining district:

    1. Field crops, tree crops, row crops, berry or bush crops; provided no additional land shall be planted in cotton, trees or vines;

    2. Farms for the keeping or raising of animals, excluding poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels unless otherwise specifically permitted in the zoning district which is combined or if they exist on the day the property annexes. Any new poultry farms, rabbit or other small animal farms, fish or frog farms, dairies, hog farms, feedlots, slaughterhouses and kennels proposed subsequent to annexation are specifically prohibited; and
