§ 23.88.010. Purpose of chapter. ¶
This chapter provides procedures to enforce requirements of these regulations and conditions of permit approval.

§ 23.88.020. Enforcement responsibility. ¶
(a) It shall be the duty of the city manager to enforce regulations pertaining to the creation, construction, reconstruction, moving, conversion, alteration, or addition to any building or structure, and the use of any parcel. The enforcement procedures of Chapters 1.16 and 1.19 PGMC shall apply.
(b) All departments, officials, and public employees of the city vested with the duty or authority to issue permits or licenses shall conform to these regulations, and shall issue no permit or license for uses, buildings, or purposes in conflict with these regulations. Any permit or license issued in conflict with these regulations shall be null and void.

§ 23.88.030. Declaring nonconforming structure nuisance – Abatement. ¶
Any building or structure set up, erected, constructed, altered, enlarged, convened, moved, or maintained contrary to these regulations, and any use of any land, building, or premises established, conducted, operated, or maintained contrary to these regulations, shall be unlawful and a public nuisance. The city manager shall, upon order of the council, immediately commence action or proceedings for the abatement and removal and enjoinment thereof in the manner provided by law, shall take other steps to protect public health and safety, and shall apply to such courts as may have jurisdiction to grant such relief as will abate and remove such building or structure, and restrain and enjoin any person, firm, or corporation from setting up, erecting, building, maintaining, or using any such building contrary to these regulations.
