Chapter 17.106 — STANDARDS FOR PLACING MOBILE HOMES ON SINGLE FAMILY RESIDENTIAL LOTS

17.106.010 Purpose.

It is the purpose of this section to, where specifically designated, allow the placement of mobile homes as well as single family residences on individual, single family residential lots. These homes would be required to conform to the criteria set forth in this Title.

17.106.020 Applicability.

A mobile home which has been placed on a foundation system pursuant to this Title shall be deemed to be a mobile home and subject to local property taxation pursuant to Section 18551 of the Health and Safety Code and Section 109.7 of the Revenue and Taxation Code.

17.106.030 Permit.

A mobile home or a single family residence on a foundation system on an eligible lot under the terms of this Title shall be permitted upon approval of the city of Pismo Beach architectural review committee.

17.106.040 Eligibility for mobile homes.

A mobile home shall not be located on a lot so designated by this Title unless it:

  1. Has been certified under the National Mobile Home Construction and Safety Standards Act of 1974 (42 U.S.C. Section 5401, et seq.) and shall have been constructed after October of 1976;

  2. The mobile home shall be placed on a foundation system pursuant to Section 18551 of the Health and Safety Code; and

  3. The proposed placement is within a single family residential lot area;

  4. The existing lot is less than five percent slope.

17.106.050 General criteria.

Mobile homes and single family residences located on a specified foundation and designated area as established by this Title shall:

  • A. Be occupied primarily as a residential use type;

  • B. Be attached to a foundation pursuant to all applicable building regulation and Section 18551 of the Health and Safety Code;

  • C. All such structures shall be reviewed for compatibility with existing neighborhood residences and on lots of less

than five thousand square feet and shall be subject to architectural review including the following standards:

  1. Style, compatibility;

  2. Colors and textures;

  3. Bulk and scale;

  4. Roof and siding material;

  5. Roof overhangs;

  6. Enclosures;

  7. Other factors deemed appropriate.

D. Place on lots conforming to all zoning ordinance requirements (including but not limited to setbacks, heights, access, parking, etc.) for the single family residential lot area.

17.106.060 Specific architectural review criteria.

A. Style, Compatibility. All residences shall be reviewed for consistency for style and compatibility with the predominant architectural character of the immediate neighborhood where the location is proposed

B. Colors and Textures. Colors and textures shall be reviewed for overall aesthetics in a manner consistent with the unit and standard architectural review committee standards.

C. Bulk and Scale. The bulk and scale of all residential units shall be reviewed for appropriateness in its proposed locations consistent with conventional reviews by the architectural review committee.

D. Roof and Siding Materials. Roof: Roof material shall be that customarily used on conventional housing such as but not limited to shingles, tile, etc. Siding: The exterior siding material shall be stucco or wood or other similar materials commonly used on conventional housing and shall extend to the ground, except that when a solid concrete or masonry perimeter foundation is used, the exterior covering material need not extend below the top of the foundation.

E. Roof overhangs. Roof overhangs and pitches shall be consistent with the surrounding neighborhood.

F. Enclosures. Enclosures such as garages, carports or utility buildings consistent with single family residential requirements shall be compatible with the residence.
