§ 16.68.370 EXISTING NEWSRACKS. ¶
(A) Any person who owns or is entitled to possession of any newsrack located within a public right-of-way upon the effective date of this chapter must either remove the newsrack or obtain a permit pursuant to this chapter within one calendar year after the effective date of this chapter.
(B) If any such newsrack remains in place without a permit after this time period, the administrator may begin removal proceedings as provided in this chapter.
(C) If the newsrack owner does not comply with the administrator's notice of removal, or does not appeal it, within the time set in such notice, the administrator may remove and impound the newsrack. The owner or other persons entitled to possession of the newsrack may obtain possession of such impounded newsrack in the time and manner set forth in this chapter.
