§ 3595. City Manager Responsible.¶
The administration of this Chapter shall be the responsibility of the City Manager.

§ 3596. Monthly Reports to Council.¶
The City Manager shall make a monthly report to the City Council which shall reflect the entire operation of the Water Department. Each report shall be made within thirty (30) days of the previous month's closing date.

§ 3597. Annual Reports to Council.¶
The City Manager shall make an annual report to the City Council reflecting the currently past year's overall operation and status. The annual report shall be submitted thirty (30) days prior to the setting of the succeeding annual budget and shall contain recommendations for the succeeding year's operation, including general plans for departmental extensions.

§ 3598. Operation of Water Department.¶
All personnel of the Water Department shall be under the direct control of the City Manager. The City Manager shall operate the department in accordance with the policies determined by the City Council and its administrative official.
