STANDARDS FOR “RECYCLING SERVICES” USE TYPE*

Chapter 24.485 establishes development and operational standards for the Recycling Services use type category. (Code 1971, § 15.685.010)

Use types within the Recycling Services use type category, located in any zoning district permitting such use type, shall be required to meet the following development and operational standards in addition to all other requirements imposed pursuant to this zoning ordinance or any other provision of law:

landscaped areas. No more than six collection bins, containers, or reverse vending machines, not to exceed a total of 200 square feet in area, may be located on any one site.

2. Recycling Services: Recycling Transfer. In addition to all terms and conditions of the use permit authorizing the use, Recycling Services: Recycling Transfer uses shall be designed to provide for adequate mitigation of noise, odor, and similar physical impacts. Adequate landscaping, walls, fences, or other screening shall be incorporated into any such facility to visually screen the facility from adjacent properties and public rights-of-way.

Use of a site for Recycling Services: Recycling Transfer purposes shall be limited to the collection, sorting and temporary holding of recycled materials. Such recycled materials may remain on the site for no more than 30 days.

In the M-P-D zone, Recycling Services: Recycling Transfer uses must be conducted within a completely enclosed building, except for ancillary open storage not to exceed ten percent of the total area of the site.

3. Recycling Services: Scrap Operations. In addition to all terms and conditions of the use permit authorizing the use, Recycling Services: Scrap Operations uses shall be designed to provide for adequate mitigation of noise, odor, and similar physical impacts. All such uses shall be screened from view from adjacent properties and public rightsof-way and shall be enclosed by a solid fence or wall a minimum of eight feet in height. No materials shall be stored above the height of the required solid fence or wall enclosure. Landscaping shall be provided to aesthetically modulate the required solid fence or wall from adjacent properties and public rights-of-way. (Code 1971, § 15.685.020)
