The California Existing Building Code (CEBC) is Part 10 of the California Building Standards Code (Title 24, California Code of Regulations). It provides the rules for repair, alteration, addition, relocation, and change of occupancy of existing buildings, so that work on an older structure does not have to meet every requirement of new construction. The CEBC is based on the International Existing Building Code (IEBC) with California-specific amendments adopted by state agencies such as HCD and DSA.

The 2025 California Existing Building Code is the current edition, effective January 1, 2026 (based on the 2024 IEBC), replacing the 2022 CEBC. Because the CEBC offers three different compliance paths and local jurisdictions may add amendments — especially for seismic retrofit — the requirements for your project depend on the scope of work and the edition your city or county has adopted. What the California Existing Building Code regulates

The CEBC applies whenever you do work on an existing building rather than build new: repairs (restoring damage), alterations (renovations and tenant improvements, classified as Level 1, 2 or 3 by how much of the building is reconfigured), additions, relocations, and change of occupancy (for example converting an office to housing). It scales the code requirements to the extent of the work, so minor repairs are not forced to trigger full code upgrades.

The CEBC is the home of adaptive reuse projects — converting warehouses to lofts, offices to apartments, or retail to community space — and it sets when a change in use triggers upgrades to structural, fire, accessibility and egress systems. It also coordinates with the California Building Code (CBC, Part 2), which still governs new portions, and with the California Historical Building Code (CHBC, Part 8) for qualified historic structures.

Three compliance methods: prescriptive, work-area, and performance

The CEBC lets a designer choose among three compliance methods. The prescriptive method treats most alterations like new construction under the CBC and is the simplest to document for small projects. The work-area method ties requirements to the percentage of the building affected, using alteration Levels 1, 2 and 3 so that larger projects pick up more upgrades. The performance method scores the building against fire-safety and other criteria, giving the most flexibility for complex existing structures.

Seismic retrofit, change of occupancy, and local amendments

A major reason the CEBC matters in California is seismic safety. Alterations, additions and a change of occupancy can trigger structural and seismic-retrofit requirements, often evaluated under ASCE 41, and a renovation generally may not reduce a building's existing lateral (seismic) resistance. The CEBC includes guidance for the seismic evaluation and retrofit of existing buildings that local mandatory-retrofit ordinances build on.

Cities and counties frequently amend the CEBC and adopt their own retrofit ordinances — for soft-story, unreinforced-masonry (URM) and non-ductile concrete buildings — so the controlling rule for one address can differ from a neighboring jurisdiction. Alteration Levels 1, 2 and 3 — what each one triggers

Under the work-area method, the code sorts renovations by how much of the building is reconfigured. Level 1 is removal and replacement or covering of existing materials with equivalents — new finishes, new fixtures in the same place. Level 2 adds reconfiguration of space, new elements, or a change to the mechanical, plumbing or electrical systems. Level 3 applies when the work area exceeds half the building area, and it pulls in the most upgrades.

Each level has its own chapter of requirements covering building elements and materials, fire protection, means of egress, structural, electrical, mechanical, plumbing and energy. A Level 2 alteration, for example, generally requires the reconfigured area to meet current egress requirements, while leaving untouched areas alone; a Level 3 alteration reaches beyond the work area for specific items.

Additions are handled separately (Section 502 in the prescriptive path, Section 606 in the work-area path) and are generally treated as new construction, with the existing building checked to confirm the addition does not make it less compliant — particularly for structural and egress capacity.

Change of occupancy, adaptive reuse and seismic triggers

Change of occupancy is the single most consequential CEBC event. Converting an office to housing, a warehouse to a gym, or retail to a restaurant can trigger upgrades across the board: fire-resistance ratings and separations, sprinklers and alarms, means of egress capacity and travel distance, plumbing fixture counts, accessibility, and structural capacity for the new live loads. The prescriptive path handles it in Section 506, the work-area path in Section 605, and there is a dedicated change-of-occupancy classification section at 1011.

California adds seismic layers that the base IEBC does not have. Alterations, additions and change of occupancy can require seismic evaluation and retrofit under ASCE 41, and a renovation generally may not reduce the building's existing lateral resistance. The CEBC also carries agency-specific seismic criteria for DSA and BSC projects.

Qualified historical buildings can elect the California Historical Building Code (Part 8) instead, which offers alternatives specifically designed to preserve historic fabric — often the difference between a feasible and an infeasible rehabilitation.

Does converting an office to apartments trigger a full code upgrade?

Not a full upgrade, but a substantial one. A change of occupancy to residential typically triggers review of fire-resistance separations between units, sprinklers and alarms, egress capacity and travel distance, sound transmission, plumbing fixture counts, accessibility and structural live loads. When is a seismic retrofit required?

Retrofit can be triggered by the CEBC itself — through change of occupancy, substantial structural alteration, or an addition that increases demand on the existing lateral system — and separately by a local mandatory retrofit ordinance for soft-story, unreinforced-masonry or non-ductile concrete buildings. The local ordinance is independent of any permit you pull, and its deadlines run on their own schedule.

Does the CEBC apply to houses?

Work on one- and two-family dwellings is generally handled under the California Residential Code, which has its own provisions for repairs, alterations and additions. The CEBC governs existing buildings under the CBC — commercial, multifamily and institutional.

Do accessibility upgrades apply to alterations?

Yes. Alterations to existing buildings carry accessibility obligations under CBC Chapter 11B, including the path-of-travel requirement that a portion of the project budget go toward making the route to the altered area accessible. There is a valuation threshold and a set of exceptions, and it is one of the most-litigated areas of California accessibility compliance.

Can an alteration make a building less compliant than it was?

No. A core CEBC principle is that work may not reduce existing compliance — an alteration cannot make egress, fire resistance or seismic capacity worse than it already is, even where the code would not otherwise require an upgrade. This is what forces structural review when a renovation removes a wall that was carrying lateral load.
