    No property owner, tenant, or contractor thereof shall operate or allow the operation of mobile, outdoor mechanical or electrical equipment (e.g., lawn mowers, leaf blowers, hedge trimmers, etc.) that generates noise or sounds that can be heard by a reasonable person beyond the boundary lines of the property at any time other than between the hours of 7:00 a.m. and 8:00 p.m. on weekdays, and between 8:00 a.m. and 7:00 p.m. on Saturdays, Sundays, and federal holidays.
