Single-family homes are allowed; apply the R-1 standards: minimum lot 6,500 sf, width 60 ft (interior), depth 100 ft, height 25 ft/2 stories. Front setback is 20 ft (or 14 ft with a porch at least 6 ft x 10 ft), and any garage/carport facing the street must be 20 ft back; side 5 ft, rear 10 ft (§ 25-15.5).
What are Firebaugh’s setbacks and heights for multifamily (R-2/R-3)?
Both cap height at 25 ft/2 stories and require 15 ft front, 5 ft interior sides, 10 ft corner street sides (or 20 ft where garages/carports open to the street), and 10 ft rear. R-2 coverage is 50%; R-3 is 80%. Keep 10 ft between habitable buildings and orient ground-floor units to the street with an 8x6 ft porch (§ 25-19.6).
Do I need design review for commercial or mixed-use projects?
Commercial projects must follow City commercial design guidelines covering site planning, parking, landscaping, architecture, signs, and lighting, and are reviewed through the City’s site plan/design review process referenced in the code (§ 25-27.1; § 25-41.3 referencing § 25-53). Downtown C-2 projects should front the sidewalk and place parking to the rear/side (§ 25-23.1).
Can I do mixed-use in Firebaugh and what density applies?
Yes. Mixed-use is permitted in commercial zones. The residential portion must meet R-3 density (up to 1 unit/1,500 sf of lot area) and you may request up to a 50% parking reduction through site plan review (it is not a variance) (§ 25-41.3; § 25-19.6.a).

What are the ADU rules in Firebaugh?
ADUs are allowed on residential and mixed-use lots that allow residential. Detached ADUs may be 4 ft from side/rear, limited to 1 story/16 ft tall, and up to 850–1,200 sf depending on bedrooms; attached ADUs are limited to 50% of the primary’s floor area up to 800 sf. One on-site parking space is required for an ADU unless state exceptions apply; entrances may not face the street (§ 25-41.9).
Is there a minimum density in R-3?
Yes. On parcels larger than 3/4 acre, R-3 projects must achieve a minimum of 20 units/acre, unless you can demonstrate affordability at a lower density, consistent with state standards (§ 25-19.6.a).
What performance standards apply in industrial zones?
Industrial uses must avoid odors, fumes, dust, noise, glare, and other nuisances; manage wastes per agency regulations; and comply with local/state/federal air quality rules (§ 25-29.10). Plan site design and operations to meet these standards in both M-1 and M-2.
Do traditional neighborhood (TN) R-1 zones have different porch rules?
Yes. TN variants require a front porch 8 ft deep spanning at least half the facade (and corner porches 6 ft deep spanning at least a quarter of the side facade). Front setbacks are 15 ft (R-1/R-1-5) or 10 ft (R-1-4.25), with garages/carports set back 20 ft and not extending forward of the dwelling (§ 25-17.5).
Can commercial standards reduce parking for mixed-use?
Yes. Mixed-use projects in commercial zones can request up to a 50% reduction in the number of required spaces for each use through site plan review; this is explicitly not a variance (§ 25-41.3).
