In C‑1 and C‑O districts, outdoor trash storage must be enclosed by a solid masonry wall or view‑obscuring fence at least 1 foot higher than the container (§ 17.32.050(M); § 17.44.050(J)). In multi-unit projects, service/auxiliary areas must be fully screened from public street view with opaque walls/fencing and landscaping (§ 17.104.110(A)(6)).

Do recycling facilities need special screening?

Yes. Large collection facilities must be indoors or behind an opaque fence at least 6 feet high with landscaping, or be 150 feet from residential and meet noise rules. They also can’t impair landscaping required for the host or concurrent use (§ 17.124.040(C)(2), (B)(14)).

Can landscaping standards be adjusted?

Possibly. The City may modify § 17.96.040 landscaping or § 17.96.060 zone wall requirements through a use permit if equal or better design/screening is achieved, or where topography/vegetation/distance provides equivalent buffering (§ 17.96.040(G); § 17.96.060(D)).
