Where is a duplex allowed in Tiburon?

Tiburon's code calls this use “Two-family dwelling, attached”. Each row links to the use table it comes from. A zone marked “see note” has a condition in the code, for example upper floors only or a larger lot.

R-1, R-1-B, RO, R-3, R-3-10, R-4, RPD.

• Standards for this use: 16-40.020 detached two-family dwelling exception (section not in packet).
• Row 'Two-family dwelling, detached': P(4) in R-2 only, — elsewhere; note 4 requires a design review board detached-two-family exception (16-40.020). Overlay NC/AHO (S11) permits two-family dwellings in the NC zone for qualifying affordable projects only (not a base-zone cell).
• State law: SB 9 (Gov. Code § 65852.21) allows two homes on most single-family lots with a ministerial permit, also where this table says no.
• Not covered here: O, M, P, OS, P&R zones: use lists are prose (S6-S10) with no table; only child day-care in O is given as a cell. Under the not-listed rule other uses are not allowed there, but no cell was written for them.; Specific-use standards sections 16-40.020, 16-40.050, 16-40.060, 16-40.070, 16-52.040 are cited by the tables but are NOT in the packet; Table 2-1 'Specific Use Regulations' column says some uses need a CUP under those sections (S3 B).. Overlay zones and specific plans can also change the answer.
