Chapter 17.10 — R-1 LOW DENSITY RESIDENTIAL DISTRICT

§ 17.10.010. R-1 Purpose. ¶
A. Purpose. The purpose of the R-1 district is to provide living areas where development is limited to low-density concentrations of singlefamily dwellings and where regulations are designed to: promote and encourage a suitable environment for family life, provide space for community facilities needed to complement urban residential areas, provide for the safety, health and general welfare of its inhabitants, and implement the general plan of the city.
B. Provision. In the R-1 district no building or land shall be used and no building shall be constructed, erected, altered, added to, enlarged, or moved for any purpose or in any manner except as in compliance with these regulations.

§ 17.10.020. R-1 Principally permitted uses. ¶
The following uses are principally permitted in the R-1 district:
A. Single-family dwellings;
B. Manufactured housing as defined and mandated by Government Code Section 65852.3 , subject to the provisions of Chapter 17.48 ;
C. Accessory buildings;
D. Home occupations;
E. Accessory Dwelling Unit (ADU) and Junior Accessory Dwelling Unit (JADU), subject to the provisions of Chapter 17.35 ;
F. Small residential care homes or facilities for six for fewer persons as defined and mandated by the California Health and Safety Code Section 1568.0831 ; and
G. Employee housing for six for fewer employees in a single-family dwelling as defined and mandated by the California Health and Safety Code Section 17021.5 .

§ 17.10.030. R-1 Uses permitted subject to a use permit. ¶
The following uses may be permitted subject to the granting of a conditional use permit (See Chapter 17.54 ) in the R-1 district:
A. Bed and Breakfast establishments with three or fewer guestrooms (Subject to the provisions of Chapter 17.59 );
B. A second single-family dwelling may be considered upon a lot where it is found that the lot size is twice that of the minimum lot area per dwelling unit;
C. Small neighborhood commercial uses that are found compatible with surrounding neighborhoods, such as owner/resident grocery shops;
D. Religious institutions;
E. Parking lots; and
F. Small public facilities, such as schools and public utility substations. (Ord. 843, 9/3/2024)
§ 17.10.040. R-1 Property development standards. ¶
All development within the R-1 district shall be subject to the following development standards:
A. Height. 1. Main Building. Maximum thirty-five feet; and
- Accessory Building. Maximum sixteen feet.
B. Yard Setbacks from Property Boundary.
Front Yard Setbacks.
- a. All Buildings. Minimum twenty feet; and b. Garage doors and carport entrance. Minimum twenty-five.
Side Yard Setbacks.
- a. Interior. Minimum five feet; and b. Exterior. Minimum ten feet.
Rear Yard Setbacks.
a. Main Building. Minimum twenty feet; and
b. Accessory Building. Minimum five feet.
C. Lot Area. 1. Minimum six thousand square feet.
D. Density. 1. Minimum one dwelling unit per six thousand square feet; and 2. Maximum six dwelling units per acre.
E. Lot Coverage. 1. Maximum fifty percent for all buildings.

§ 17.10.050. R-1 Building placement. ¶
All building placement within the R-1 district shall be subject to the following:
A. Accessory Buildings.
All buildings are subject to fire prevention code requirements;
A five-foot passage from one side yard to the area of the rear of the main building, to the other side yard shall be maintained. This passage shall provide ready access around the main building.
Construction on accessory buildings may only be started after the main building on the lot has been roofed and has had the siding constructed.
Coverage of the rear yard by accessory buildings or covered patios shall be limited to fifty percent of the required rear yard area.
B. All new structures, on a twelve thousand square foot lot or larger, shall be arranged to provide for the maximum dwelling unit potential. (Ord. 843, 9/3/2024)
§ 17.10.060. R-1 General provisions. ¶
All development within the R-1 district shall be subject to the following general provisions:
A. Landscaping. Subject to the provisions of Chapters 17.41 and 17.43 .
B. Parking. Subject to the provisions of Chapter 17.42 .
C. Fencing. Subject to the provisions of Chapter 17.40 .
D. Signs. Subject to the provision of Chapter 17.39 .
E. Exterior Lighting. All new exterior lighting shall be shielded and directed downward on the property to prevent upward glare and glare at adjacent properties.
