17.02.010 Purpose.

This title is enacted for the purpose of adopting a zoning plan for the city, the zoning plan being a districting plan, as provided by law. The plan is adopted to promote and protect the public health, safety, peace, morals, comfort, convenience and general welfare, and for the accomplishment thereof. (Ord. 38 § 1 (part), 1972: prior code § 10-401 (part))

17.02.020 Applicability.

All regulations in this title pertaining to the districts established in Chapters 17.12 through 17.34, primary district regulations, are subject to the general provisions, conditions and exceptions contained in this section and Section 17.02.030.

If any ambiguity arises concerning the appropriate classification of a particular use within the meaning and intent of this title or with respect to matters of height, area requirements or zone boundaries as set forth in this title, the city council shall ascertain all pertinent facts and by resolution set forth its findings and interpretations and thereafter such interpretation shall govern.
