§ 10.68.080. Parking Permits.

Notwithstanding any other provision of this Code, there is established a system of permit parking subject to the following standards and provisions:

A. A non-transferable parking permit shall be issued upon payment of a fee established by resolution of the City Council and shall be valid for a period of one year. Such permit may be issued in the form of a physical decal or a virtual permit associated with a vehicle’s license plate number. When a physical decal is issued, it shall be affixed to the inside of the front windshield of the permitted vehicle within a seven-inch square in the lower corner farthest removed from the driver’s position. A virtual permit shall be valid only for the vehicle whose license plate number is registered with the City’s parking permit system. A valid parking permit shall authorize the parking of the permitted vehicle in posted or metered zone areas within the City, as such areas have been or may hereafter be established by resolution of the City Council, without payment otherwise required for parking within such areas. Issuance of a parking permit shall not establish any priority or guarantee the availability of a parking space.

B. Parking permits, whether issued as physical decals or virtual permits, shall be valid for one vehicle only and shall not be transferable to any other person or vehicle, except in the event that the vehicle for which the permit has been issued is replaced by a substitute vehicle.

Physical decal permits may be transferred to a substitute vehicle by presenting the existing decal to the City and paying for any applicable fees. Virtual permits may be transferred to a substitute vehicle only after the permit holder officially notifies the City of the new vehicle’s license plate number and the City acknowledges the change.

C. The Director of Community and Library Services shall establish the rules and procedures for the sale and use of annual parking permits.
