Chapter 17.52 — OFF-STREET PARKING

§ 17.52.010. Off-street parking requirements—Definitions.

  • (a) The following minimum off-street parking requirements shall apply to all buildings erected, all new uses commenced and to the area of extended uses commenced after the effective date of the ordinance codified herein. For any use not specifically mentioned herein, the planning commission shall determine the amount of parking required. All facilities shall be on the site unless specified in a different manner and approved by the planning commission and city council.

  • (b) For the purpose of determining the number of spaces required, the following are defined:

“Sales floor area” means the area of a building or structure that is used primarily for the sale of commodities.

“Gross floor area” means the entire floor area of a building or structure, including, but not limited to, sales and storage areas, employee lounges or cafeteria and restroom facilities.

“Compact parking space” means a parking space which is smaller in size than the standard parking space as specified in Section 17.52.060 . Compact parking spaces shall not exceed twenty-five percent of the total number of required parking spaces.

(c) Uses Parking Requirements
(1) Residential
(A) Single-family homes Two-car garage or carport per living unit,
having a minimum foor area of 20 x 20 feet,
with a minimum 16-foot door, and a paved
driveway not less than 20 feet wide.
Exception: Pursuant to Section17922.9of
the Health and Safety Code, structures that
are fnanced by the Farmers Home
Administration of the U.S. Department of
Agriculture shall not be required to have
garages or carports which exceed in size or
capacity those that the Farmers Home
Administration will fnance under its
regulations and policies in effect at the time
of application for a building permit;
provided, however, that as to any structure
that qualifes under this exception, there
shall be provided one uncovered, paved
parking space located outside the driveway
approach to the garage or carport.
(B) 0 bedroom or bachelor apartment 1 covered garage and ½ uncovered parking
spaces per living unit.
(C) 1 and 2 bedroom apartment units 1 garage or carport per living unit plus ½
uncovered space.
(D) 3 or more bedroom apartment units 1 garage per unit plus 1 covered space.
(E) Mobile home courts 1½ off-street parking spaces per unit.
(F) Trailer courts 1 parking space per unit.
(G) Rooming and boarding houses 1 parking space per adult guest.
(H) Motels and hotels 1 parking space per rental unit plus 2
spaces for manager’s offce.
(I) Multiple family dwellings and apartment
houses-guest parking space
For each multiple family dwelling or
apartment house, there shall be 1
uncovered guest parking space for each 5
living units; provided that such parking
space shall qualify as “open area” in
determining the required amount of open
area per family unit in Section17.18.130.
(J) Accessory dwelling units and junior
accessory dwelling units

(K) Second units and two-unit
developments

(2) Educational, Religious, Cultural
Services.
(A) Nursery school, day care centers 1 space per 300 square feet of gross foor
area.
(B) Elementary and junior high 1½ parking spaces per classroom, plus 3
per offce.
(C) High school 4 parking spaces per classroom, plus 4 per
offce.
(D) Churches, lodges, clubs, community
centers, chapels, theaters
1 parking space for each 4 seats but not
less than 1 space for each 50 square feet of
the largest meeting hall.
(3) Health Services.
(A) Hospitals 1 parking space per bed plus 1 space per
doctor plus 1 space for each 2 employees
on the largest shift.
(B) Convalescent hospitals, sanitariums and
rest homes
1 space for each 7 beds plus 1 space for
each 2 employees on the largest shift.
(C) Dental and medical clinics and offces 1 space per 250 square feet of gross foor
area or 4 per doctor, whichever is greater.
(4) Retail Stores, Services and Offces.
(A) Appliances, carpet, fabric, furniture,
automobile or motorcycle dealers, bicycle
sales, dry cleaning and laundries, forists
and lumber yards
1 space per 400 square feet of sales foor
area including parts areas and 1 space per
1000 square feet of the remaining gross
foor area.
(B) Business and professional offces
excluding medical and dental offces
1 space per 300 square feet of gross foor
area.
(C) Auto parts and accessories sales,
bakery, donut and ice cream shops, banks
and fnancial institutions, barber shops,
book, card stationery stores, camera shops,
clothing, shoe and sporting goods,
convenience stores, drug stores, gift and
novelty stores, glass and hardware, paint,
wallpaper, heating and electrical stores,
jewelry stores, laundromats, liquor stores,
photo shops, health clubs and spas, print
shops, secondhand stores, supermarkets,
variety stores and department stores, other
retail trades not specifcally mentioned
above
1 space per 200 square feet of sales foor
area and 1 space per 1000 square feet of
remaining gross foor area.
(D) Service stations 1 space per employee on the largest shift
plus 2 spaces for each bay.
(E) Restaurants 1 space for each 3 seats but not less than 1
space for each 30 square feet of the foor
area of the dining room.

In any commercial zone where residential occupancy is permitted on the second story of a structure, the parking requirements for residential parking will apply in addition to the required number of parking spaces for the retail business over which it is located. As a part of the total development, the planning commission may waive the requirement of covered parking in this instance only.

(5) Industrial.

(A) Auto repair 1 space per 500 square feet of gross foor
area.
(B) Auto wrecking 1 space per 500 square feet of gross foor
area.
(C) Manufacturing, heavy industrial, heavy
commercial uses
Minimum of 2 spaces for every 3 employees
on the largest shift but not less than 1 space
per 1,000 square feet of gross foor area.
Parking may be off-site within 300 feet,
upon approval of the planning commission.
(D) Warehousing and wholesaling 1 space per 1,000 square feet of gross foor
area. Parking may be off-site within 300 feet
upon approval of the planning commission.
(E) Mini-warehouses 1 space per 1,000 square feet of gross foor
area.
(F) Contractor and corporation yards 1 space per 1,000 square feet of gross foor
area.
(6) Governmental.
(A) Administrative 1 space per 300 offces square feet of gross
foor area.
(B) Post offces 1 space per 3 employees plus 1 space per
300 square feet of gross foor area over
4,000 square feet.
(C) Police and fre stations 1 space per 1,000 square feet of gross foor
area.

§ 17.52.020. Accessibility.

All off-street parking spaces, whether in a garage or open area shall be so located as to be accessible and usable for the parking of motor vehicles. Off-street parking in all residential zones shall not be located in any required yard or setback area. (Ord. 354 § 5.3.1, 1973; Ord. 454 § 1, 1983)

§ 17.52.030. Additional parking requirements.

  • (a) Any parcel of land hereafter used for off-street parking, car or trailer sales, shall be developed according to the city’s specifications and shall be enclosed by a solid fence when such areas are adjacent to any R district. Said fence to be constructed six feet in height behind the front setback area and three feet in height in any front setback area.

  • (b) Parking required in any district must be on-site except as provided in this chapter.

  • (c) Joint use of parking facilities will be allowed under the following conditions:

    • (1) When there is no conflict at time of use; and

(2) When there is sufficient parking for all uses. (Ord. 354 § 5.3.1, 1973; Ord. 454 § 1, 1983)

§ 17.52.032. Parking contiguous to “C” district permitted subject to obtaining permit.

Notwithstanding any provision contained in Section 17.52.010 of this code, on-site or off-site parking is permitted on any lot or parcel of land which is contiguous to a “C” district, subject to first obtaining a use permit in each such case.

§ 17.52.040. Reduction in facilities when.

  • (a) Parking required in any C-N, C-1-TD, C-2, H-S or M district may be reduced below the stated requirements in any portion of such district included within a public parking district or assessment district for financing off-street parking facilities in proportion to the amount of assessment on each property owner. Cost of each parking space provided by the district shall be computed by dividing the number of such spaces into the total of the assessment levied against the property within the district. The assessment against individual property shall be divided by this cost per space to determine the nearest whole number by which the parking requirements on such property may be reduced.

  • (b) In parking lots requiring more than fifty parking spaces, a developer may propose and the planning commission and city council may consider a reduction of up to ten percent in the number of required parking spaces, provided that the equivalent area of the number of spaces reduced is provided in landscaping in excess of the required amount of landscaping.

  • (c) The planning director may recommend to the planning commission a reduction in the number of required parking spaces when the strict interpretation of this title may cause undue hardship on the subject property.

§ 17.52.050. Surfacing of parking area.

  • (a) Any off-street parking area shall be surfaced with a minimum of four inches of imported base material and two inches of asphalt and gravel to the city engineer’s approval and shall be so graded and drained as to dispose of all surface water accumulated within the area and shall be so arranged and marked as to provide for safe loading and parking of vehicles.

  • (b) In M or C-2 zones on-site parking areas requiring ten or less spaces may be surfaced with a minimum of six compacted inches of decomposed granite when serving a single building on an individual lot, or in multiple occupancy buildings on an individual lot that would cumulatively require ten or less spaces for the various occupancies. Should the usage of decomposed granite surfacing be in conflict with neighboring surfacing of parking areas, decomposed granite surfacing shall not be allowed. When an applicant proposes the usage of decomposed granite surfacing they must prove by drawings to scale that the minimum sizes of parking spaces and aisle widths provided for in Section 17.52.060 are met.

§ 17.52.060. Minimum sizes of parking spaces.

Minimum off-street parking dimensions are prescribed in the following tables. The use of parallel parking spaces in off-street parking shall be considered the least desirable alternative; any design of an off-street parking area showing two or more parallel parking spaces shall be subject to approval

of the planning commission. All landscaping must be provided with a permanently installed watering system.

  • (b) Compact Automobile Spaces. For uses other than residential uses, up to twenty-five percent of the required parking spaces in parking areas with fifteen or more spaces may be devoted to compact car spaces. Such compact spaces shall be clearly labeled for “compact cars” in accordance with the signing standards established by the city, as shown in the exhibits attached to Ordinance No. 454, on file in the office of the city clerk, and grouped together in one or more locations or at regular intervals such that only compact vehicles can easily maneuver into the space.

  • (c) Handicapped spaces. All spaces provided for handicapped shall be a minimum of twelve feet in width and nineteen feet in length measured along the angle of parking.
