Chapter 17.20 — C-2 COMMUNITY COMMERCIAL DISTRICT

§ 17.20.010. Purpose.

The C-2 district is designed to supply the complete range of residential, commercial, retail, finance, real estate and insurance services in the general area of the central business district of Rio Vista.

§ 17.20.020. Uses permitted.

Uses permitted are as follows:

  • A. Shops, stores and services for all retail sales conducted within a building;

  • B. Business and professional offices;

  • C. Theatre;

  • D. Medical and dental clinic;

  • E. Hotel, motel;

  • F. Lodge, fraternal organization, club, union hall, and similar organizations;

  • G. Automobile service station;

  • H. Business school, art, modeling, music and dancing studio similar academies;

  • I. Automobile parking lot;

  • J. Residential uses:

    1. On upper floors if located within structures architecturally designed for a commercial storefront on ground floor,

    2. On ground floor or upper floors if building is architecturally designed for residential use;

  • K. Restaurant;

  • L. Cocktail lounge or bar as an accessory use to a restaurant;

  • M. Home occupation (Section 17.44.040);

  • N. Adult day care homes;

  • O. Family day care home;

  • P. Low barrier navigation centers;

  • Q. Supportive housing (Section 17.44.180);

  • R. Transitional housing (Section 17.44.180);

  • S. Other retail, service, public or semi-public uses which are similar in nature, function or operation to permitted uses listed, consistent with the intent of the district, as described in Section 17.20.010.

§ 17.20.030. Conditional uses.

Uses permitted, provided the conditions for a use permit as set forth in Section 17.66.070 are fulfilled.

  • A. Bakery, creamery, laundry, cleaning and dyeing establishment;

  • B. Newspaper and commercial printing shop, blueprinting shop;

  • C. Mortuary;

  • D. Park, playground, museum;

  • E. Governmental offices;

  • F. Animal hospital and veterinarian clinic;

  • G. Cocktail lounge, bar or nightclub as an accessory use;

  • H. Public and semi-public buildings, including, but not limited to, fire stations, schools, churches, libraries, hospitals, community and civic centers;

  • I. Convalescent and other 24-hour care facilities;

  • J. Nursery school, pre-school, and day care center;

  • K. Automobile service station;

  • L. Generally. Any other limited commercial, service, or public use similar in nature, function and operation to listed conditional uses, consistent with the intent of this district.

§ 17.20.040. Site and architectural approval.

Site and architectural approval pursuant to Chapter 17.60 is required for all new structures and exterior improvements to existing structures in the C-2 district.

§ 17.20.050. Loading requirements.

Loading requirements: adequate private off-street space for the loading and unloading of all materials, according to Section 17.48.020.

§ 17.20.060. Minimum side yard required.

Minimum side yard: none, except where the side of a lot abuts upon the side of a lot in an R district, in which case the abutting side yard shall be not less than 10 feet, and except where the

side yard of a corner lot abuts on a street where the frontage of the block is partially in an R district in which case the side yard shall be 10 feet adjacent to the street. (Prior code Appendix B § 407(F); Ord. 001-2024, 2/20/2024)

§ 17.20.070. Minimum front yard required.

Minimum front yard: none, except where frontage in a block is partially in an R district, in which case the front yard shall be the same as required in such R district. Except when the proposed building is a minimum of 100 feet from the residential district, and the frontage between the building and the residential district is part of the same parcel as the frontage of the building. § 17.20.080. Rear yard required.

Rear yard: no requirement where alley exists, 10 feet where no alley exists. (Prior code Appendix B § 407(H); Ord. 001-2024, 2/20/2024)

§ 17.20.090. Parking.

Parking shall be provided in accordance with requirements listed in Section 17.48.010, except when the lot or parcel lies within a parking assessment district in which case additional parking shall not be required.

§ 17.20.100. Maximum building height.

§ 17.20.110. Minimum landscaping requirements.

Minimum landscaping requirements: as provided in Section 17.44.130. (Prior code Appendix B § 407(K); Ord. 001-2024, 2/20/2024)

§ 17.20.120. Alleys.

Alleys crossing into Main Street may be closed, where they are not needed, in order to encourage shopping frontage continuity.
