The requirements of this Chapter shall apply to: (a) entry level positions for work performed by a contractor in the City; (b) entry level positions for work performed on the contract in counties contiguous to the City; (c) entry level

positions for work performed on the contract on property owned by the City; and (d) entry level positions for work done under a permit authorization on a development project in the City.
