§ 30.01 MEETINGS. ¶
(A) Time. There shall be two regular meetings of the City Council during each calendar month. Such meeting shall be held at the hour of 7:00 p.m. on the first and third Wednesday of each calendar month.

(B) Location. The Council Chambers in the City Hall, located at 14403 East Pacific Avenue, within the city, is designated as the official meeting place of the City Council.

§ 30.02 COUNCIL REORGANIZATION. ¶
The Council shall reorganize and select one of its number as Mayor and Mayor Pro Tempore, on the following occasions commencing in 2024:
(A) In even-numbered years at the Council meeting at which the canvass of the results of the general municipal election are declared.
(B) In odd-numbered years at the first regular meeting conducted in the month of December.
(C) At such other times as a majority of the City Council shall order.
(D) This section shall not be amended or repealed except by a majority vote of the voters of the City of Baldwin Park at a regularly scheduled election.

§ 30.03 COUNCILMEMBER SALARIES. ¶
The salary of the Mayor and each member of the City Council shall be in the sum of $600 per calendar month. ('83 Code, § 2.08.040) (Ord. 825, passed - -82; Am. Ord. 1269, passed 7-20-05)
§ 30.04 APPEALS TO COUNCIL. ¶
(A) Procedure. A standard appeal procedure is established for those parts of this code which specifically permit an appeal to the City Council from the decision of a city officer or employee. This section shall not apply to those parts of this code that specifically provide for an alternative appeal procedure. ('83 Code, § 2.12.010)
(B) Appeal period. An appeal must be filed with the City Clerk within ten consecutive calendar days after the written notice of decision is deposited in course of transmission with the United States Postal Service. ('83 Code, § 2.12.020)
(C) Contents. An appeal shall be in writing, and shall state therein the basis for the appeal. ('83 Code, § 2.12.030)
(D) Fee. A filing and processing fee in an amount as set by resolution of the City Council shall be paid to the Director of Administrative Services contemporaneously with the filing of an appeal. ('83 Code, § 2.12.040)
(E) Hearing. Upon the receipt of a written appeal and proof of payment of the required fee, the City Clerk shall set the matter on the Council agenda for consideration by the City Council at its next regularly scheduled meeting, and give the appealing party and any other person requesting the same, at least five consecutive calendar days written notice of the time and place of the hearing.

(F) Council action. At the time and place for the de novo hearing upon the appeal, the City Council shall give any person interested in the matter a reasonable opportunity to be heard. The burden of proof in the appeal shall be on the appealing party to show that the appealed decision was arbitrary, unreasonable, or not in conformity with the provisions of this code. The determination of the City Council shall be in accordance with the standards set forth in this code relating to the subject of the appeal. The decision of the City Council shall be final and conclusive. ('83 Code, § 2.12.060)
(G) Notice of action. The City Clerk shall give written notice of the City Council's action, within five days, to the appealing party, and any other person requesting the same. ('83 Code, § 2.12.070)
§ 30.05 TERMS OF MAYOR AND CITY COUNCIL. ¶
The terms of all current incumbent Mayor and City Council members shall be increased by no more than 12 months (one year) as follows:
(A) The Mayor and those Council members whose terms of office would have prior to the adoption of this section, expired following the November 2017, general municipal elections shall, instead, continue in their offices until certifications of the results and administrations of the oaths of office after the November 2017, city election.
(B) Those City Council members whose terms of office would have, prior to the adoption of this section, expired following the November 2019, general municipal election, shall instead, continue in their offices until certification of the results and administration of the oaths office after the November 2020 city election. § 30.06 TERM LIMITS. ¶
(A) The purpose of this section is to create more competitive elections by ensuring that periodically the advantages of incumbency of a City Council member and Mayor will yield to increased participation in seeking elective office. (B) Pursuant to the authority granted to the city under Government Code § 36502(b), no person shall serve more than 12 years, or three four-year terms as a member of the Baldwin Park City Council and/or no person shall serve more than 12 years, or six two-year terms as the directly elected Baldwin Park Mayor; and/or person shall serve more than a combined 12 years as either Council Member or directly elected Mayor.
(C) Any person, who either by appointment or election, serves a partial term of office 24 months or greater in length, as a member of the City Council or directly elected Mayor, shall be deemed, for the purposes of this section, to
have serviced a full four-year term. A partial term of office less than 24 months shall not be counted as service for the purpose of this chapter.
(D) The three-term for City Councilmember and six-term for directly elected Mayor limit established by this
section shall apply prospectively only to those terms of office which commence on or after November 8, 2022.
(E) The City Clerk must reject, refuse to accept for filing, and otherwise refuse to process any nomination papers of other equivalent declaration of candidacy as required or authorized by law for persons if they are ineligible to hold public office pursuant to this section.
(F) This section shall not be amended or repealed except by a majority vote of the voters of the City of Baldwin Park at a regularly scheduled election.
