Chapter 17.28 — R-G - MULTIPLE-DWELLING ZONE

17.28.010 Purpose.

The R-G Multiple-Dwelling Zone is intended exclusively for multiple dwellings, including apartments and duplexes, which are located along landscaped major streets, as indicated on the city’s General Plan. The purpose of the R-G zone is to assure high quality development and the maintenance thereof by special property development standards. (`78 Code, § 17.28.010.)

17.28.020 Permitted uses.

The following uses shall be permitted in the R-G Multiple-Family Residential Zone subject to compliance with the property development standards provided in §§ 17.28.050 through 17.28.180:

  • (A) House trailer to be used as a construction project office during the time of construction, if a valid building permit for the construction project exists;

  • (B) Parks and recreation areas subject to the provisions of Chapter 12.24;

  • (C) Small family day care homes;

  • (D) Uses customarily incidental to any of the above uses and accessory buildings;

  • (E) Similar uses permitted by Commission determination.

17.28.030 Conditional uses.

The following uses may be permitted subject to a conditional use permit being allowed therefor as provided in Chapter 17.92:

  • (A) Health care facilities subject to the provisions of Chapter 17.73;

  • (B) Multiple dwellings, apartments and bungalow courts of a permanent character and constructed in permanent locations;

  • (C) Planned unit development subject to all the provisions of Chapter 17.82;

  • (D) Senior citizen housing;

  • (E) Other uses as may be permitted pursuant to § 17.92.040.

17.28.040 Prohibited uses.

Uses prohibited in the R-G zone are as follows:

  • (A) Commercial uses.

  • (B) Manufacturing uses.

  • (C) Cannabis storefront retailer.

  • (D) Cannabis non-storefront retailer.

  • (E) Cannabis manufacturing.

  • (F) Cannabis distribution.

  • (G) Cannabis testing laboratory.

  • (H) Cannabis microbusiness.

  • (I) Cannabis cultivation.

  • (J) Any type of Commercial cannabis activity.

17.28.050 Property development standards – Generally.

The property development standards set forth in this chapter shall apply to all land and buildings in the R-G zone. (`78 Code, § 17.28.050.)

17.28.060 Lot area – Generally.

Each lot shall have a minimum lot area of 20,000 square feet.

17.28.070 Lot dimensions.

All lots hereafter created shall comply with the following minimum standards, and lots now held under separate ownership or of record shall not be reduced below these standards. The provisions of § 17.64.0 10 shall apply.

  • (A) Width . Lots shall have a minimum width of 125 feet.

  • (B) Depth . Lots shall have a minimum depth of 150 feet.

17.28.080 Dwelling unit – Lot area.

The ratio of dwelling units to lot area shall be not more than one dwelling unit for each 3,630 square feet of lot area, and the maximum number of dwelling units shall be 12 per acre of land, exclusive of that portion dedicated for streets and master planned flood control and drainage easements.

17.28.090 Building height.

Buildings and structures erected in this zone shall have a height not greater than two stories or 35 feet, except as otherwise provided.

17.28.100 Yards.

Except as setbacks along major streets required in Chapter 17.86, there shall be established and maintained:

  • (A) For general conditions, the provisions of §§ 17.64.020 through 17.64.040 shall apply;

  • (B) Front yard requirements are as follows. Lots shall have a front yard of not less than 30 feet;

  • (C) Side yard requirements are as follows:

  • (1) Lots with buildings 15 feet in height or less shall have side yards with widths of not less than five feet;

  • (2) Lots with buildings over 15 feet in height shall have side yards with widths of not less than ten feet;

  • (3) Corner lots shall have a side yard of not less than 15 feet in width along the side adjacent to the street;

(4) Reversed corner lots shall have a side yard on the street side of a width not less than the required front yard on the key lot to its rear;

(D) Rear yard requirements are as follows: each lot shall have a rear yard of not less than ten feet. (`78 Code, § 17.28.100.)

17.28.110 Interior yards and courts.

The provisions of the R-3 zone, § 17.24.100(C) shall apply. The minimum distance between single-story dwellings, neither one of which has an entrance opening upon the intervening space, shall be not less than ten feet, and the minimum distance between dwellings in all other cases shall be not less than 20 feet. 17.28.120 Coverage.

Lot area coverage by buildings or structures shall not exceed 40% of the total lot area. (`78 Code, § 17.28.120.)

17.28.130 Walls, fences and landscaping.

(A) The provisions of Chapter 17.70 shall apply.

(B) The front yard shall be landscaped with appropriate plant and landscaping materials which may include trees, shrubs, bushes, flowers and grassed areas.

17.28.140 Access.

Alleys shall be required to the rear of all lots. Vehicular access to garages, carports and off-street parking are as shall be provided by the alley. Vehicular access from all public streets shall be prohibited. (`78 Code, § 17.28.140.)

17.28.150 Off-street parking.

The provisions of Chapter 17.76 shall apply. (`78 Code, § 17.28.150.)

17.28.160 Minimum dwelling unit area.

Each dwelling unit shall have a floor area of not less than 600 square feet exclusive of open porches and garages; provided further, that no main building shall have less than 1,000 square feet of floor area exclusive of open porches and garages.

17.28.170 Trash pickup area.

(A) A special trash pickup area of not less than six square feet for each dwelling unit shall be provided to the rear of the required front yard. This area shall be enclosed by a solid, neat, screened, four and one-half foot fence or wall and

shall be shown on the site plan.

(B) Notwithstanding division (A) of this section, in a condominium, townhouse or similar development where each unit will be individually owned, the Planning Commission may in instances where public health and safety permit approve individual refuse collection facilities pursuant to § 8.20.050. 17.28.180 Enclosed storage area.

An enclosed cabinet-type storage area shall be provided for each covered parking space. The space of the storage area shall not be less than 100 cubic feet, and no dimension for the measurement of the space shall be less than three feet.

17.28.190 Outdoor living space.

The provisions of the R-3 zone, § 17.24.220 shall apply.
