Chapter 17.32 — R-R RESIDENTIAL RECREATION ZONE

§ 17.32.010. Intent.

The R-R residential recreation zone is for small neighborhood recreation centers, noncommercial in nature, which fit into the residential pattern. (1964 Code Appx. A § 6.00)

§ 17.32.020. Permitted uses.

Buildings, structures and land shall be used, and buildings and structures shall hereafter be erected, structurally altered or enlarged only for the following uses, plus such other uses as the commission and council may deem (pursuant to Chapter 17.60 CMC) to be similar and not more obnoxious or detrimental to the public health, safety and welfare, and equally related to the neighborhood recreation function of this zone. All uses shall be subject to the property development standards in CMC § 17.32.050 through 17.32.180 :

  • A. Clubhouse or cabana;

  • B. Lawn and court games;

  • C. Nursery school or child care center; provided it is operated in conjunction with the recreation facilities;

  • D. Picnic and barbecue facilities;

  • E. Playground;

  • F. Swimming pool, spray pool;

  • G. Tennis courts;

H. Vending machines for the sale of cigarettes, soft drinks and food. (1964 Code Appx. A § 6.01)

§ 17.32.030. Conditional uses.

The following uses may be permitted subject to a conditional use permit as provided for in Chapter 17.62 CMC:

  • A. All those uses permitted with a conditional use permit ("CUP") in the R-R residential recreation zone under the Covina Zoning Code; plus

  • B. On-site consumption of beer and wine (Type 41 ABC license), accessory to a R-R permitted use, and shall be subject to the same ABC-associated licensing criteria.

§ 17.32.040. Prohibited uses.

The following uses are expressly prohibited in the R-R residential recreation zone, except as otherwise permitted in CMC § 17.32.020 :

  • A. Residential uses;

  • B. Commercial uses;

  • C. Industrial uses.

§ 17.32.050. Property development standards generally.

The property development standards contained in CMC § 17.32.060 through 17.32.180 shall apply to all land and buildings in the R-R zone. (1964 Code Appx. A § 6.04)

§ 17.32.060. Lot area.

There are no lot area provisions in the R-R zone. (1964 Code Appx. A § 6.04)

§ 17.32.070. Lot dimensions.

There are no provisions on this subject in the R-R zone. (1964 Code Appx. A § 6.04)

§ 17.32.075. Additions to existing buildings.

The exterior and roof of all enclosed room additions to existing buildings shall be the same as or similar to the architecture and materials of the existing building. Reasonable variations in design shall be permitted upon approval of the planning director. (Ord. 1315 § 5, 1975)

§ 17.32.080. Population density.

There are no population density provisions in this zone. (1964 Code Appx. A § 6.04)

§ 17.32.090. Building height – Generally.

No building or structure erected in this zone shall have a height greater than 35 feet or two and onehalf stories, whichever is less. (1964 Code Appx. A § 6.04)

§ 17.32.100. Building height – Exceptions – Permitted projections above limit.

The provisions of R-1-7500 zone, CMC § 17.26.100 , shall apply. (1964 Code Appx. A § 6.04)

§ 17.32.110. Yards.

Yard requirements are intended to assure the harmony of the R-R zone with the residential zones surrounding. Yards shall be measured perpendicular to the property line or from the future right-ofway line as established by the general plan for an existing right-of-way.

  • A. Each lot shall have a front yard of not less than 25 feet. The yard shall be landscaped and maintained.

  • B. Corner lots shall have a side yard abutting the street of not less than 12.5 feet. The required yard shall be landscaped.

  • C. Reversed corner lots shall have a side yard abutting the street of not less than 15 feet. The yard shall be landscaped.

  • D. All required yards abutting streets shall be landscaped and maintained and a fence not less than five feet nor more than six feet in height shall be erected on the setback line.

  • E. When the R-R zone abuts a residential or agricultural zone, there shall be a yard of not less than 10 feet abutting the zone boundary. The required yard may be used for parking or access or for permitted outdoor uses. A solid masonry wall not less than five feet nor more than six feet in height shall be erected on the zone boundary line. The wall shall be reduced to not more than three feet in height in any required yard abutting a street, and shall comply with corner cutback provisions of the R-1-7500 zone, CMC § 17.26.200 and 17.26.210 .

  • F. A swimming pool shall not be located in any required yard abutting a street, nor shall it be located closer than five feet from any side or rear property line not abutting a street. It shall be entirely enclosed as required in the RD-3000 zone.

  • G. All utilities, equipment, machinery and satellite and disc antennas, located in yards, shall be screened at ground level from adjacent properties behind enclosures that are architecturally compatible with the adjacent building, or shall be screened by landscaping or fencing. Satellite and disc antennas with a diameter greater than two feet shall not be permitted on the roof of any structure.

§ 17.32.120. Distance between buildings.

There are no provisions on this subject in the R-R zone. (1964 Code Appx. A § 6.04)

§ 17.32.130. Fences, hedges and walls.

Walls shall be erected as required in CMC § 17.32.110 in connection with yards. Except as herein provided, the provisions of the R-1-7500 zone, CMC § 17.26.180 through 17.26.210 , shall apply. (1964 Code Appx. A § 6.04)

§ 17.32.140. Off-street parking.

The provisions of CMC § 17.72.010 through 17.72.120 shall apply.

§ 17.32.150. Access.

The provisions of the R-1-7500 zone, CMC § 17.26.230 through 17.26.250 , shall apply. (1964 Code Appx. A § 6.04)

§ 17.32.160. Signs.

Nameplates shall be permitted, provided they not exceed one square foot in area. (1964 Code Appx. A § 6.04)

§ 17.32.170. Loading.

There are no provisions on this subject in the R-R zone. (1964 Code Appx. A § 6.04)

§ 17.32.180. Size of new zone.

The minimum and maximum amounts of land that may be zoned R-R in any one location shall be:

  • A. Minimum area, one-half acre;

  • B. Maximum area, two acres. (1964 Code Appx. A § 6.04)

§ 17.32.190. Hours of operation.

Operation or use shall begin not earlier than 7:00 a.m. and shall conclude not later than 10:00 p.m. (1964 Code Appx. A § 6.05)

§ 17.32.200. Lighting.

Facilities may be lighted, provided lights are so arranged as to reflect the light away from adjoining properties. (1964 Code Appx. A § 6.05)

§ 17.32.210. Site plan review.

The provisions of Chapter 17.64 CMC shall apply. (1964 Code Appx. A § 6.05)
