Chapter 18.38 — C-N, NEIGHBORHOOD COMMERCIAL DISTRICT

§ 18.38.010. Purpose of district.

The purpose of the C-N district is to provide retail sales and personal services primarily for the convenience of surrounding residential neighborhoods. Neighborhood commercial uses should provide several types of merchandise, as opposed to a business offering a wide selection of a single type of merchandise.

§ 18.38.020. Permitted uses.

Uses permitted in the C-N zone include:

  • A. Banks, savings and loans;

  • B. Barbers, hairstylists;

  • C. Florists;

  • D. Nursery schools/day care;

  • E. Pharmacies;

  • F. Photocopying service;

  • G. Photographic studios;

  • H. Professional offices;

  • I. Retail sale of groceries and liquor (>2,000 square feet). (Ord. 93-324 §1)

§ 18.38.030. Conditional uses.

  • A. Uses permitted subject to obtaining a conditional use permit, including:

    1. Amusement arcades;

    2. Athletic and health clubs;

    3. Dwellings at a density of 4 dwellings per gross acre;

    4. Homeless shelters;

    5. Repair services;

    6. Residential care facilities providing care for 6 or more persons;

    7. Service stations;

    8. Employee housing as defined by Section 18.08.328 of this title, where accommodations are provided to 7 or more employees in a dwelling unit.

  • B. The following uses are allowed by a conditional use permit provided that: (1) the gross floor area of each establishment shall not exceed 2,000 square feet; and (2) the combined floor area of such establishments within a shopping center shall not exceed 25% of the total floor area:

    1. Bars and taverns;

    2. Professional offices;

    3. Restaurants;

    4. Retail sale and rentals of specialty items, such as video rental, clothing stores, books, records, toys and stationery;

    5. Retail sale of groceries and liquor (<2,000 square feet);

    6. Theaters;

    7. Retail (storefront) commercial cannabis business.

§ 18.38.040. Temporary uses.

The following temporary uses are permitted in this zone district upon approval of an administrative use permit (AUP) per Section 18.72.230 :

  1. Circus, carnivals and special events.

  2. Fairs.

  3. Farmer's markets.

  4. Car/truck shows.

  5. Commercial sporting events.

  6. Any other uses similar in nature as determined by the Planning Director. (Ord. 2024-521, 11/26/2024)
