Chapter 16.29 — RAILROAD OVERLAY ZONE

§ 16.29.010 PURPOSE AND INTENT.

(A) The Railroad (RR) overlay zone is to provide for additional property maintenance standards and use regulations on those properties adjacent to railroad rights-of-way used for both freight, commercial passenger, and tourist-oriented rail travel.

  • (B) The (RR) overlay zone may be used only in conjunction with an underlying zone.

(C) The boundaries of the (RR) overlay correspond to the boundaries of the railroad corridor, as identified in the City of Santa Paula Land Use Element, which is 100 feet wide, with 50 feet on each side of the centerline of the track. This area is approximately 200 feet wide adjacent to Santa Paula Depot between Davis Street and Ojai Street. (Ord. 1100, passed 7-6-04)

§ 16.29.020 LAND USE REGULATIONS.

  • (A) Permitted uses. In addition to uses permitted in the underlying zone, the following uses are permitted:

  • (1) Tourist-oriented commercial uses where the underlying zone is commercial or industrial in nature.

  • (2) Hiking, biking, and similar recreational trails.

(B) Conditional uses. In addition to uses permitted in the underlying zone, the following use(s) may be permitted subject to Conditional Use Permit review pursuant to Chapter 16.218 (Conditional Use Permits) of this Title 16:

  • (1) Train station.

§ 16.29.030 ADDITIONAL DEVELOPMENT STANDARDS.

The following development standards apply in addition to the requirements of the underlying zone:

(A) Along any property line abutting a railroad right-of-way, a minimum 5-foot-wide landscaped setback must be provided for screening purposes. Such landscape screening must consist of trees capable of attaining a minimum 15foot height within 5 years of initial planting.

(B) Outdoor storage is permitted only within a rear or interior side yard. Such storage must be entirely shielded from view from any public right-of- way by a combination of fencing, walls, and/or landscaping. All screening materials must be neatly maintained, in good repair, and kept in a manner that all screening purposes are achieved.

(C) All manufacturing and processing activities must occur within a fully enclosed building or other approved fully screened interior space.
