17.41.010 Purpose and intent.

The purposes and intent of the open space (OS) district are to:

  • A. Identify lands where minimal or no development is planned to occur;

B. Protect the public and public infrastructure from known public health and safety hazards including, but not limited to, designated flood hazard zones, unstable slopes, capable earthquake faults and other geological hazards;

C. Preserve and protect sensitive biological resources including, but not limited to, creeks;

  • D. Protect sensitive archaeological resources;

E. Provide a tool to identify and maintain sensitive resources or resource areas designated for protection in perpetuity in approved environmental documents including biological and cultural resources. (Ord. 518 §1 (Att. A), 2022)

17.41.020 Permitted uses.

Uses permitted in the open space district are:

A. Roads, driveways, trails, bridges, underground public utilities, residential gardens in conjunction with another entitlement for which environmental review pursuant to the California Environmental Quality Act has been performed and adopted and addressed the proposed use.

  • B. Vegetation management required by the city of Angels fire department subject to city planner approval.

C. Vegetation removal by hand only when necessary for reasons of health or safety to protect persons residing on or using the parcel, subject to city planner approval.

D. Planting vegetation in conjunction with a revegetation or habitat enhancement project for which environmental review pursuant to the California Environmental Quality Act has been performed and adopted, or as approved by the city planner. (Ord. 518 §1 (Att. A), 2022)

17.41.030 Conditional uses.

Within any open space district, the following uses are permitted subject to securing a conditional use permit which may be issued only if it is found that the use does not conflict with the purposes of the open space district:

  • A. General recreation with no buildings including recreational trails;

  • B. Public utility uses;

  • C. Vegetation removal other than that required for reasons of health and safety;

D. Roads, driveways, and bridges where access through another district is infeasible. (Ord. 518 §1 (Att. A), 2022)

17.41.040 Site development standards.

There are no minimum widths or parcel sizes for this district. (Ord. 518 §1 (Att. A), 2022)
