17.49.010 Purpose and intent.

The purposes and intent of the resources management combining district (:RM) are:

A. To protect economically valuable natural resources from the encroachment of incompatible uses and preserve them for ongoing or future resource production activities. Specifically, the :RM district is intended to protect lands with identified commercially valuable mineral or aggregate resources, geothermal resources, agricultural resources, or similar resources.

B. In any zone where the primary zoning district is combined with the resources management combining district, the requirements of this chapter shall apply, in addition to the requirements of the primary zoning district.

C. In any instance where the provisions of this chapter conflict with the provisions of the primary zoning district, the provisions of this chapter shall apply. (Ord. 520 §1 (Att. A), 2022)

17.49.020 Permitted uses.

There are no permitted uses in the :RM combining district. (Ord. 520 §1 (Att. A), 2022)

17.49.030 Conditional uses.

A. Mining operations subject to the provisions of Chapter 8.36.

B. No proposed land use, building or structure is allowed in the :RM combining district unless the planning commission, or the city council upon appeal, finds that:

  1. The proposed use will be arranged and conducted so as not to preclude or create conflict with the eventual or ongoing use of commercially valuable or potentially commercially valuable natural resources from the site. (Ord. 520 §1 (Att. A), 2022)

17.49.040 Site development standards.

No subdivision of land creating any parcel of land less than forty acres in size may be permitted in the :RM combining district unless the planning commission, or city council upon appeal, finds that:

A. The proposed use will be arranged and conducted so as not to preclude or create conflict with the eventual or ongoing use of commercially valuable or potentially commercially valuable natural resources from the site.

B. For mineral resources, the proposed use is exempted from minimum parcel sizes pursuant to Public Resources Code Section 2710 et seq., the Surface Mining and Reclamation Act. (Ord. 520 §1 (Att. A), 2022)
