A. The Low-Income Housing Tax Credit (LIHTC) program was enacted as part of the Tax Reform Act of 1986. It is administered by the Treasury Department and State Housing Finance Agencies (HFAs). In July 2008, the Housing and Economic Recovery Act (HERA) provided statutory rulings for FHA multifamily program changes, to facilitate the use of insured mortgages with LIHTC developments.
B. This chapter outlines policies and procedures for underwriting and reviewing FHA multifamily mortgage insurance applications for projects using LIHTC. Standard processing of such applications applies except as modified below, and all LIHTC projects are underwritten using the “single underwriter model”. Underwriters assigned LIHTC projects must have specialized training in underwriting these deals. Guidance provided here addresses all LIHTC projects underwritten for FHA insurance.
