HUD Multifamily Accelerated Processing (MAP) Guide, HUD Handbook 4430.G (2020 ed., rev. Mar. 19, 2021) · 2026 edition · updated 2026-10-05 · United States

A. In cost-controlled mortgages for FHA New Construction and Substantial Rehabilitation Programs (other than Section 231 Substantial Rehabilitation and Section 241(a)), BSPRA is allowed. BSPRA is a mortgageable cost but not a source of cash. For affordable programs (such as Low-Income Housing Tax Credits, Rental Assistance Demonstration (RAD), and Section 202 refinancing), a Developer Fee may be mortgageable as long as BSPRA or SPRA is not also included. In no event may a non-mortgageable Developer Fee be included as part of a market rate transaction, with or without BSPRA. A summary of Developer Fee calculations limits for various FHA and assisted programs is included in Appendix 3, Section A.3.2.
