Term	Definition
	Headquarters (HQ). If the Regional Center intends to waive any of the
	environmental requirements in Chapter 9, Section 9.3 that are not regulatory
	in nature, the Regional Office must obtain advice of the Departmental and/or
	Housing Environmental Officer, or the applicable Regional or Field
	Environmental Officer (REO/FEO) in whose district the project is located,
	before the waiver is granted. See Chapter 9, Section 9.3.I for details.
	Regulatory provisions may be waived only with approval of the Assistant
	Secretary for Housing - FHA Commissioner. Statutory provisions may not be
	waived.
Warranty Inspection	Inspections to ensure correction of latent defects (defective or
	nonconforming work not observed during construction) or to check any item
	of delayed completion.
Washington Docket	Dockets are files of important documents pertaining to the loan being
	serviced. HUD establishes these files at the initiation of the project.
	Additional documents are added to the dockets as the project moves through
	its operational life. Two dockets are made, the Washington Docket and the
	Field Office Docket. The Washington Docket is HUD's permanent legal file.
Working capital	Working capital is the difference between current assets and current
	liabilities and is the cash or liquidity that exists to purchase assets, pay off
	debt and make up deficits from operations or fund new activities or projects.
